My understanding is that it is/will be a stand alone plugin. So the same functionality will be available but not forced on all installs.
I agree that it was very useful. There are several other admin bar plugins out there and many of us wrote our own custom admin bars prior to 2.7.
At present, I'm using "WordPress Admin Bar" v3.1.4. It seems to be working, but it's always preferable to have a built-in feature...as opposed to depending upon a third-party plugin. :\
Well, apparently this plugin has to be activated individually on each blog...activating site-wide seems to 'activate' the plugin only on those blogs on which it has already been activated. Anyone know of a better alternative? (I'd prefer something I can simply activate site-wide and, essentially, restore the functionality that was removed with the most recent updated in as few clicks as possible.)

It's supposed to activate things sitewide. maybe the default for the plugin is "off"?
The admin bar wasn't forced. It could be turned off or edited on a per site basis. Removing such a simple yet useful feature and making everyone go back to 3rd party plugins makes no sense.
It didn't work for a number of installs. Also many of us already have admin bars.
It also messed up when a site had more than a certain number main menu items added by plugins.
I'm glad it's gone, saves me the 5 seconds it took to disable it :)
