OK, did I miss something? Is the Site Admin Bar MIA in my install or totally in this upgrade to WPMU 2.7.1 Is there a plug in so I can get it back?

Yes, it was removed, yes, they'll release it as a plugin.

It will be the exact same one they took out - but as an optional plugin.

For now, it *should* work just downloading and installing it from the plugin page:
