how can I have a wordpress plugin have the same settings for each blog I create by default ?

edit the plugin code, set the defaults to whatever you like...

hmm, though whenever it updates I would need to set everything again.

Copy the plugin to a new file, edit your own version and use that. It will never be updated then unless you update it yourself.

... and take out the auto-update phone home part of the code.
