Plugins that you put in the plugins directory need to be enabled on each blog separately. If you want a plugin to be enabled sitewide you have 2 options:
    1. Put it in the mu-plugins directory (may work for WP plugins, may not).
    2. Use Plugin Commander.

The "activate this plugin sitewide" link is buggy. Should work better in the next release.

I want put this plugin: vipers-video-quicktags

and I read that plugin to be ready to wordpress mu...

    What a folder where I put vipers-video-quicktags folder? /mu-plugins ou /plugins?

And I activate and no appear in blogs admins, just in wordpress mu admin account.

    ###Installing For [WordPress MU](http://mu.wordpress.org/)###

Install as stated above to plugins, but place vipers-video-quicktags.php in the mu-plugins folder. Just that file, nothing else.

this is from the "read me" of vipers video quick tags.

You place the unzipped file in "plugins" but take out vipers-video-quicktags.php and place in the mu-plugins folder.

    It works great.

Except in my install something wacky is going on where the buttons to embed all have their alt link stripped out. Still trying to figure that one out.
