I want to start a new blog on my WPMU install where I ask for opinions and comments from only members of the community. How do I automatically add all the members as subscribers to the new blog so that they can comment? Thank you.

If they are logged in to the system, they don't have to be actual subscribers to comment.
the "must be logged in to comment" should work just fine. (at least it has in the past)
