Please advise how to set plugins for registered users selectively? (not only all plugins that are allowed for admin, or no any plugins)

The plug-in system, to my knowledge, is set up to enable/disable plug-ins by blog, not by user level.
If you code your own plug-ins, you can always check user level before allowing the plug-in code to run. Plug-ins developed by other developers will not necessarily have this ability.
