All,
I have modified the WP Admin Bar plugin by Matt Read so that it will work with MU. Really minor changes to get rid of < 2.0 compatibility and cosmetic stuff. So how do I credit Matt and how do I make it available to the community?

Modify the header of the main file I'd say, add your own name there and Matt's if he didn't do so already.
You could host it on wpmudev.org or even wp-plugins.net! -
Cool who do I contact to get an invite for wpmudev.org? Right now it is on my WPMU blog at school.
