I can be tired, but I don't see anymore the "Feeds" sub-menu under Site Admin menu.
How I can set the feed for dashboards?

You can't set the feed unless you edit wp-admin/index.php but I'm working on an aggregator plugin: http://trac.mu.wordpress.org/ticket/62

No date set for release yet, so don't ask.
