I might be having a blank moment here - its been a rather long day after a bad night of sleep.
How do I set new options for a specific user? I presume it would go into usermeta but I'm having trouble working out how to do it.

Users don't have many options other than what's on their profile page and blog roles/caps. What options are you wanting to set? wp_usermeta is where they are.

I'm trying to work out how to get them into usermeta, and another bad night (I just got up and feel like a train wreck) isn't helping me concentrate.

You just call update_usermeta (it both adds and updates):

Well I thought you did, I just wasn't sure.
Think I'll play around with it... its all to do with my post by email extension.
