Hello ! :)

I'm creating a community of blogs with people for whom security isn't really a big concern.

So, could you explain to me how I must proceed so that :
- all created blogs have the same configuration, for instance : moderated comments, only a registered user can publish comments, etc.) ?
- modifying the configuration options isn't possible ?

If my idea isn't a good one, please tell me too. :)
