Is there a way to block anyone from being able to create blogs and let only the admin create blogs?

You could remove the registration file wp-signup.php and see if the new creation ability given to the admin under Site Admin -> Blogs and Site Admin -> Users still works. I think it will but maybe someone else can say for sure. There may be other files that would need to be removed to make sure only the admin could create new users and blogs.

Another thread mentioned using the "Only these domains can register" line in your Site Admin options and just give it a bogus domain as another solution.

No, they would have to be using an email address from that bogus domain.
I thought we were trying to not allow folks to sign up themselves?
