Is there a way to set a default theme for newly created blogs? I tried inactivating all but one theme and created a new blog, but it still uses wordpress's default theme.

Also, is it possible to have a new blog be created without any hello world posts or comments?

two ways, rename the folder of the theme you want to "default" or check out the "new blog defaults" plugin
