Setting Blog Owner for Seperate Domains on One WPMU Installtion (3 posts)

I have, what I consider to be, a unique question...one that I cannot find an answer to in the forums. Or maybe I am just horrible at navigating them. My situation is this:

I have multiple domains running off one WMPU installation. I am trying to set up a new domain as a Christmas gift for my niece. The installation is not the problem. Permissions is. I would like her to have control over her own plugins and themes (installation, activation, deletion, etc.). However, as you know, simply making her an admin for her site does not give her these permissions. By making her a site admin for her blog, and subsequently, all new blogs created off her domain also gives her permissions to edit users' permissions for all my other domains. Here is what I have tried.

    1. Assigned admin role: no plugin or theme control.
    2. Logged into her domain and added her as a site admin: was able to login using her UN/PW and change permissions for a test user on another domain even though she is not listed as a user for that domain at all.,

    Other issues:

    1. If I create a separate installation of WPMU on her domain, she would be able to delete me as a "super admin," thus making it virtually impossible for me to "oversee" her online activity (I am sure you understand the need for an adult to have ultimate control over a teenager's online activity).
    2. Since I am the domain owner, I am legally responsible for anything posted to the site (again, her being a teenager, I am confident you can see my dilemma there as well).

I guess my question is: is there a way I can grant her the ability to control her own plugins and themes while still maintaining the ability to have full access to her site myself?

Thank you in advance for your time and help, as I only have a few days to figure it out before I give her the site!

And on a side note, Happy holidays!!

I guess I just mean, how can I get an admin the right to install plugins and themes?

Or be able to hide the 'Site Admin' menu for a site admin. I know that is rather contradictory, but it would suffice. I am at a total loss here.
