yes, he seems to be using the premium plugins available here: http://premium.wpmudev.org?ref=Ovidiu-471 sign up and have access to all of them. The one you are looking for is called supporter: http://premium.wpmudev.org/project/supporter.
Aaarrrgh!!! One site with a monopoly on "premium" or "proprietary" plugins. Doesn't this go against the laws of OSS? I can see where this is heading. <Soap Box Rant>It really sucks to know that you have to pay to get plugins for a free product. You may as well charge for WPMU this way we'll know what we're getting into and won't be surprised. </End SoapBox Rant>

Well, you can actually sell GPL products. you are not required to buy them tho. :)
It's worth noting the site above is not officially related to the MU project, or sanctioned by it.
Sadly, paying for a blog or upgrades is one of the only plugins out there that doesn't have a free version.
