I activvated this plugin sitewide. But on new blogs, it's not working right away because the tables are not created automatically. How do I make the tables automatically created when a new blog is created by a user?

Probably the best way to do this is not use the plugin activated sitewide, but have it activated per blog. You can then use a plugin like Plugin Commander that would allow you to specify what plugins are activated when a new blog is created.
