After setting up the database and running the install script, the only thing that loads up is the WordPressmu image. I don't get an error, or anything to try and troubleshoot the problem. Is there a log file of the install attempt?

If you are running your own server, you can check the PHP and Apache error logs. If you have hosting, you'd have to ask the host about log files.
Can you provide a link to your site? We might be able to help diagnose the issue if we can see what is happening.
Well as soon as I can figure out what's going on with the external access of the website it will be : http://drupaldev.okcu.edu/ right now it's getting a 400 error, but I can launch the install locally. I know it says drupaldev, but that's the machine that it's on and it was originally a drupal setup.
It looks like it might be DNS or firewall issue, from this end.

I have also same problem of Bad Request in localhost.
In ADMIN>>Blogs>> when I try to Edit Blog
url like that : http://localhost.localdomain/wpmu/wp-admin/wpmu-edit.php?action=updateblog
I got a 400
Bad Request
Your browser sent a request that this server could not understand.
