"And because off that (as I think) I can't upload any file to my blogs..."

This is all you gave us to go by. Which isn't enough.

What errors do you get when uploading files? that'd help.

    hi,
today I have noted new thing...
in my wordpress sites and any site on this server...
when I created a folder using ftp then "sqlb" will be the owner of the folder..(where sqlb is my username for the site) and any script can upload files to that folder...
but if the script make new folder then this folder will be owned by 99.. and no script can upload any file to that folder!!!???
    what's that!!??
it seems there have been questions at this post... sorry...
    thanks...

So the webserver is creating folders that it doesn't have permission to write into? There is a configuration option (but I can't remember what its called) that allows you to set the file and folder permissions that are set on file/folder creation
