i want just some users who can create blogs
and the rest and the new users can only write to the forums and make groups in buddypress and make friendships
how can i do that

Create the blogs for them and add those special users to the blogs on your own.
And have blog signups turned off. You're the site admin - you can still create new blogs from the backend.
