Nobody actually documents in a concise, human readable way, the significant changes between one release and the next.

Other projects do this, and it provides a key motivation for users to upgrade, as well as a concise way for users who lack infinite forum-reading time to find out about new features, and hence use them.

Donncha does document the changes on his blog. He always has.

The changes are also listed in trac. Yes, it's human readable when you get used to it. ;)

The next version of WPMU* will be WordPress 3.0. Those will be documented like they always have.

(*barring anything else anyone may find that is a show stopper)
