Hey
I have one admin account on the site and the rest are admins on their own bloggs. the blog owners can not add themes as the "add new themes" button does not exist when they log in to administer their blog. what is the problem ???? is it my blog, configuration error, or it is just exist in wp-mu.
any help will be greatly appriciated.

This is how it works in mu. And this is also how it will work in 3.0.
Only site admins can add new themes, as they are added to EVERYONE'S blog and have to be enabled by you (the site admin) before they even show up in the Appearance menu.
