Is there a way to have users and their blogs be subdomains (blah-blog.foo.com) or postdomain (foo.com/blah-blog)?
During the setup you can choose one or the other, but is there a way to do both?

Not unless you want to use domain mapping to map the subdomains in a subfolder install.
So, manually. Not on signup.

how do I allow users by default create their blogs as a subdirectory, but allow me to create blogs as a subdomain?

Same answer, but now with added confidence.
Choose a subfolder install. Map the subdomains manually.
