WordPress MU

everytime I attempt to install I get the message "No WPMU site defined on this host"

I have no idea what it means, I have everything in my wp-config.php set correctly except for the VHOST, as i dont know what that is .. so i just left it the way it was.

also, pretty much every installation guide i can find tells me to use /wp-admin/install.php but said file doesnt exist..

any help would be great
