Do you have the admin bar plugin installed? It hooks into the footer too, but it displays at the top of the site. It's all dependent on CSS. What you should do is load up Firefox, get this extension: https://addons.mozilla.org/en-US/firefox/addon/60

And figure out why it's appearing at the top of your blog.

Thanks for your continued assistance, I do appreciate it. I do not have the admin bar plugin. I have looked at the image using Firebug, and tried changing the CSS, but haven't figured it out yet. I'll keep at it...
