I couldn't find where the "plugin" page is, I went through all pages in the admin page

Meaning the file that displays the list of plugins available to a user, if activated?

Like plugins.php?

Well, there's plugin-editor.php too, but ignore it, since the second line in the file kills it.

You mean the tab showing up?

I thought you were literally looking for the file where the page is generated. Oops. :D

In that case, yeah, you have to go through site admin, and it's a checkbox at the very bottom of the settings page.
