you don't add them from the admin area - you have to upload them (via ftp) to the plugin folder, or the mu-plugins folder.
Also, go to Site Admin -> Options, scroll down and check the ticky box. (and save)

the mu-plugin subdirectory for a plugin that you want everybody to use (ie video player plugin, stats, spam protection, etc). The plugin subdirectory for ones that you want as optional. (ie forum software)
