I am sorry to ask stupid questions, but I do not know the name for that bar, I could only find admin bar. Can you just give me the name for that bar.

Thia is not what I am looking for. It showed up only for the registered users. I wanted a bar which show up everytime someone visit and there is link in bar to get a new blog and they can browse other blogs though that bar...without registering or login

Wait... you found the admin bar right?
Seriously, just take a look at the admin bar code. Modify it to fit your needs. :)

the admin bar does not show up only for registered users, but the content shown changes, registered users see other content than unregistered users
