I would like to suggest an option in MU that would allow us to turn off all comments on all posts / pages sitewide. It would be nice if there would be a reset button that would remember previous settings and revert back to them, but turning off all comment posting ability for a short time at least would be great for me right now with all this spam coming in.
Also it would be cool to have it set as default off, and then let users know if they want to accept comments they can turn it on. I think it would be very very cool if therer would be a way to turn it on for a limited time, automatically turning them off after a certain time.
Some 6am morning ideas..
Hmmm, the issue though is that the determination of comments being allowed or not is within the theme files, not the core mu files.

Actually, since there is an "allow users to comment on the article" setting under options -> discussion, it could be initially set to off in the install queries for an individual blog, and then turned on by the user as you mentioned.
Or, you could install an anti-spam plugin, like SK2 or a captcha.
That's only for future posts though, not current ones I believe.
You could always try one of the auto-turn off plugins... although that stiffs a lot of individual settings and has no revert).
Still, a good way of combating comment spam IMO.
