how to make all or a single one plugin to be active by default ween some one register his blog?
i use mu.wordpress and i active all the plugins as admin and if some one create a new blog, he must to active all plugins.

Depends. What plugin(s) are we talking about? Do they need code loaded into the database or tables installed along with the blog creation? Have you tried putting them into the mu-plugins subdirectory?
