I tried myself in the backend of wordpress in the "Options => private" page to toggle the blog to "public (google and technorati)". It seems to function well because the form keep memory of my choice, but the "public" field in $wpdb->blogs (wp_blogs table) is not changing.
"public" value remains "0" whatever the blog-administrator choose.
If this topic seems to be a real bug, I will look into TRAC to report it.
Somebody else than me experience this issue ?

Works for me on the latest release.
Back and forth a couple times, and it's fine.
i have a blog that wont go public. this started after the upgrade, though. hope that helps.
OK - its very odd.
If you initially set the blog as private then when you go into the privacy tab the option that is selected is the "go public" option. If you save changes it does nothing - because you haven't actually changed anything!
What you need to do is set it to private, save the changes, set it to public and then save again.

No, no. I tried to go private, then public, as written in my first post.
But, as demonicum said, I also upgrade to 1.2.3 ...
I don't know why, but now it is working. hmmm, perhaps, finallly you are right.
May be behind a proxy server of some type that was giving you an older page.
this is the error when i try to follow this suggestion from the site admin interface
'0 is a protected WP option and may not be modified'
it works if you do it from the back end of the blog in question, though.
any word on this bug right
'0 is a protected WP option and may not be modified'
it prevents me from editing any of my blogs from the site admin menu. this includes thinks like designating blogs as 'premium'. i have been unable to find any fixes. been to trac, pushed the newest functions.php - no dice.
any hints or ideas would be appreciated.
Bugs need to be reported on trac. May want to state where you're seeing that as i havent' seen it.
