Yes, wordpress multiuser allows use of other language files just like wordpress does.

Look around. There are language files scattered all over.

These are the ones I (ab)use:

Search if you don't find your language at any of the "official" sources, many languages are only available on some homepage somewhere (which is frequently only available in the language you need language files for, which typically means that if you need french language files and you don't speak french then you're screwed and you have to get someone who does speak it to wh0re down the file for you)

It did not seem to much of a problem to us to install spanish except that it took forever to get this line right ('WPLANG', 'sp_MX');

Once it was done it was a whole world of difference to have it in spanish and not english.
