This is for people who still don't have the answer.
    > Go to top right tab, click on "Site Admin"
    > Select your blog, and click "Edit"
    > Look for "options"
    > Scroll till end and check the checkbox that
    read: "Plug-ins"

    And you are set.

Am fairly new to Wordpress and Wordpress MU (v2.6.3 successfully installed 3 days ago)and have the same problem. I took tonytee's advice above but the last option he stated [> Scroll till end and check the checkbox that
read: "Plug-ins"].... we I have no 'checkbox' for plug-ins on this page - only a text field titled 'Active Plug-ins' that is blank.

By the sound of tonytee's post above, I assume this is correctly documented somewhere but blowed if I can find it.

    Any assistance greatly appreciated.

go to the site admin menu, options, then scroll down and look for Menus, check the box next to plugins.

Thanks Ovidiu. Found it at last. Man that is what I call one 'burried' checkbox. Think in future versions, that needs to be checked by default on install. Thanks again.

    Suggestions go here: http://trac.mu.wordpress.org

I do think you're going to get very much outvoted on that one though.
