Site Admin - Options - scroll down and uncheck the box next to Enable Plugins.
If you've already activated some for your blog, they will work for you. This just doesn't display the menu.

How i Make some Plugin working with the Member ?
I use both plugin manager and plugin commander. wpmudev has both of them. Plugin Manager lets you go: Site Admin -> Plugins -> Check Active Plugins -- from there you can click on the blog ID to activate/deactive specific plugins for users. You can also globally activate/deactivate plugins as well.
Plugin Commander *should* let you auto activate on blog creation. I've been having problems with it. I'm assuming it's something I'm doing wrong though as no one else seems to report the same errors...
exelent thanks chowanec
