If I am not mistaken you need to edit wp-newblog.php. Go to /wp-inst/wp-newblog.php scroll down and change what you need.

Isn't there a panel for this in the Admin blog under Site Admin:Options? It looks like there isn't, but maybe there should be. I set my welcome e-mail and first post there. It is only natural to set what is displayed on-screen after creating a blog here as well.
and especially if you aren't even using the virtual host option opting for something more like http://blog.mydomain.com/blogname
The page would do well so support this in some way that won't get overwritten with each new update.
