uploaded 1.3 to upgrade from 1.21
I loked at htaccess and wp-config file, they seem just like another MU site I have not yet upgraded.
I am not sure what the problem is but I cannot get any of it to open.
what can I check? what should I look for ? how can I fix this?

What is the actual error? Is it an error on blank pages?
I just got this error now when tryin wp-admin:
Fatal error: Cannot redeclare class delete_blog in /home/informc8/public_html/getthedope/wp-content/mu-plugins/delete-blog.php on line 3
why?
before that a 404 error
I moved the MU-Plugins folder out of the files and it works, I ran the upgrade in admin and so far it looks fine.
so if you are uploading the 1.3 files as an upgrade move or delete the MU_Plugins folder

No. You don't need to delete the mu-plugins folder.
If you're on an old, old version (like you were), then you would simply delete the original plugin files from the folder that were included with your mu version.
They were moved to the core a couple versions ago.
It's just the files that were in that folder originally. They were moved to a new spot in the code. You can still have a mu-plugins *folder* and whatever *new* things you added in there.
You no longer need the widgets plugin in there, as it's been integrated.
