Can the site owners have it so that their users cannot edit the templates under Presentation>Widgets?

Have you actually played with MU yet, and tried out the backend as the site admin, a "blog admin", and a user?

Yes, I am still testing as the site owner/global admin and as a visitor that created a blog, but still no luck with the options in the admin panel. Are you saying that I overlooked this feature? Please let me know, because I'm still trying to figure it out right now.

Users *cannot* edit their templates. the widgets are is for shuffling components around on the sdebar, that's it. Doesn't do a thing to templates.

Okay, can I restrict users from moving the widgets, then?

Well, they are part of the core now. If the theme they are using is not widget-enabled, they won't be able to move them.

you coudl also comment out the widget menu item in the code so it doesn't show.
