need a code or mu plugin that
1.make admin able to force active a widget for all blogs
2.make admin able to default any widget to be active
3.make some widget if forced activate by admin .. can't be deactivated by user
4.a file in which a code is added automatically convert to widget plugin

I don't know about a plugin, but you could easily do all that by editing the codes in the themes you are providing your users :)

then you hard-code it in the theme *outsdie* the widget if statement and make it a NON widget.

if i do so .. the member can not be able to move it
i wanna the member to move it but not activate and deactivate

makes no sense... to me. but than again, a lot of things that I post here make no sense to others:)

if u have this changes
u will be able to ads widget ads that allow members to move up down but can n't remove .. u can add a badge for ur site in sidebar u can force a login widget to be added in sidebar
u can also force a quick register widget .. .....
