I searched this site, but cannot find anything about test run a theme, or preview it.
Is changing theme the only way to view how a theme will look like?
Can someone come out with a widget for previewing themes?
The reason I need this is because I put up a page for non-members to view all the themes (thumbnail), but thumbnail will not show exactly how the site will look like. I believe if able to let them preview the themes that I have, it will increase the chance of them signing up a blog.

For WP this plugins exist: http://wordpress.org/extend/plugins/theme-preview/ - not sure if it works with WPmu though.
But generally speaking, I would suggest that you make a WPmu test installation, where you can do your own tests and development cycles. Going further that approach, you can also have a user-test installation, where the users would be able to test their themes, before go' live. With some db-setup, you can even share usertables between the different environments (so the users can use the same userID for prod and test).

And some people have set up a "blog" for each theme so users can see it.

If you've checked out each theme in advance, they should have no issues.
