WordPress MU

dear all value members
i would like to to translate the wpmu to arabic language
i heard from other guys on forums here that it's the same as single wp language file
but when i tried to see the wpmu language pot file i found it version 1.3.3
also i found rtl.css files in the normal wpmu installation
does this means it's only language files and themes that needs to be translated ?

it's not my first time to translate a project , but i want a faster solution
so my question is it possible to simple add arabic language files to languages folder ?

I'm looking for a solution about changing blog language for my new blog CNTT. It's so lame WPMU didn't have more than English, while wordpress.com has so many languages. :(

i think it's of not much work to do , as most of us as site admins are familiar with English interface and the user interface doesn't contain different language phrases than the normal wp install
i'll try to just put it in a test site during weekend - friday here - and hope it'll work fine specially rtl.css of wp-admin section
