WordPress MU

Hello,

I've seen that feature on a few mu websites ... But can't find the plugin :
I want that my users could add easily other users (without registration) to their blogs, based on their email OR based on their name for example ... (using one "fake" email adress).

Instead of changing core files, how could I turn that into a plugin :

1. In wp-admin/includes/schema , add the possibility for admin to add users ... $role->add_cap('create_users'); (line 365)
2. Change user.php with that code.
