Someone is creating little blog with just one text and one link some other site in my system. This guy has now some about 10 blogs and create one blog every day. I think can be a SEO expert or a link seller. My site is meublog.org and i dont do nothing until now. I just send this message here to listen what you think about it.

mark as spammer, ban him in your cPanel. enable signup moderation.

There is any way to moderate signups?

Yes, please search for the forums for "moderating signups" as there's a couple of different methods and has been discussed at some length.
