    The wish ask that the member can use any way to edit their own themes ?

    Thanks.

    because site admin also cant edit themes in control panel but is server.

    Do not put theme-editor.php in your wp-admin folder:

    Reason 1: http://dev.mysql.com/doc/refman/5.0/en/delete.html
    Reason 2: http://ca3.php.net/unlink
