When I create a new blog (blog C) from the Beckend of another user blog (blog B), new blog user (user C)gets assigned to that blog (blog B). Is that normal behavior?. Right now I'm using MU 1.5.1.

This might make sense in a way. If you're creating a new user (with the blog), and choosing to do so from the backend of a specific blog other than the home blog, it's likely to be because you want to assign the new user to that specific blog.
I can't see why, in your scenario, you'd want to be anywhere but at the home blog. I learned to ensure I was at the home blog backend for creating new users when I discovered that being at the backend of any other would also trigger unwanted new user emails to that blog's admin.

Well sometimes I forget that I'm in a backend of some user's blog. Admin menu for top admin always looks the same. I was just asking if that's normal behavior. Cheers.
